بنظر می رسد که در دعوت قبلی خود با تعارف تهیه غذا از کافه تریای دانشکده پا را از حریم یک میزبان خوب فرا تر گذاشتم. از این بابت از دوستان پوزش خواسته و در نوبت بعد خودم آشپزی خواهم کرد 

من با علاقه بیانات علاقمندان را دنبال کردم بخصوص بیانات آقای پیامی، آقای ریاضی و آقای دکتر دنیا گر را مطالعه کردم. بر این اساس به دو دلیل تصمیم گرفتم که خلاصه اجرایی را برای مدیرکل امور پژوهشی دانشگاه تهران ارسال نکنم: ا

اول اینکه تعجیل در این امر  بدون در نظر گرفتن همه ابعاد مسئله ممکن است در دانشگاه تهران به رویه و روالی منجر شود که برای همه دانشگاه های ایران قابل اجرا نباشد. به عبارت دیگر ممکن است استانداردسازی اجرا بطور بسنده مورد راست آزمایی قرار نگیرد

دوم بعد از خواندن مطالب دوستان تصمیم گرفتم که این طوفان مغزی را تله ماتیک تر کنم. پروتکلی موسوم به آی.دیو. یو. که در اواسط دهه 1980 در ایالات متحده برای توسعه محصول بکار گرفته می شد را به این منظور اصلاح کردم. به موارد زیر توجه کنید::

یک عضو هیئت علمی در دانشکده شما عضو دیگری  را به تاراج فکری یا نقض مالکیت فکری متهم می کند. اگر مورد به شما احاله گردد چه خواهید کرد؟

دانشجویی از استادی نزد شما شکایت می کند که از وی در تحقیقی که در آن کار از دانشجو و هدایت از استاد بوده است اعتبار لازم دریغ شده است. یا اینکه قسمت اعظم دوندگیها با دانشجو بوده است. از طرفی عضو هیئت علمی دانشجو را به دزدی یا نا اهلی در کار علمی یا بدتر تصرف و تملک سوء ایده ناب تحقیقاتی متهم می کند. رویکرد شما به مسئله چگونه است؟

استادی از یک دانشگاه دیرپا در خارج کشور یکی از اعضای هیئت علمی دانشگاه شما را به سرقت علمی و ایراد فعلی بر خلاف شئونات رویه علمی متهم می کند. شما برای استاد مذکور احضاریه ثبوت شهادت را ارسال می دارید. استاد مذکور برای شما یک سوگند نامه ارسال می کند. اعتراض ممکن است به موردی باشد که بر اساس آیین نامه های داخلی و قوانین محلی شما تاراج علمی محسوب نمی گردد، اما در کشور استاد مدعی جرم تلقی گردد. فرایند حکمیت را چگونه می بینید؟

One Step at a time

Dear colleagues

With the exception of Mr. Marashi of Shiraz who had shown interest but could not make it over for the meeting, and one colleague from carnegie Mellon U, Portugal branch, who said that he might do a web conference, the meeting in the Lab did not take place with our associates. Most probably I had overstepped the bounds of being a good host by offering food from our canteen. For the next meeting I cook. 

However, there had been a tremendous response by our graduate students. I was incessently grilled about the issue. Some interesting ideas were floored, I decided to hold the reins on sending that executive summary to the University of Tehran Administrative Central for two reasons:

1- If University of Tehran rush the matter of anti-plagiarism and academic Misconduct protocol,  there is a distinct possibility of letting the genie out of the bottle too soon. Many universities may attempt to follow suite without having the means of implementing nor enforcing the measures effectively. We might cook the goose prematurely

2- I have been following the posts and comments of many interested parties, especially Dr. Donyagar, Mr. riazi, and Unstructured Observation.  I have decided to modify a technique I learned for product development, called IDEO U for this exercise. While my invitation stands (for Dr. Donyagar the offer is good whenever he visits Iran), I hope that interested parties should consider the following:

A) A Faculty member accuses another faculty member of plagiarism or infringement of intellectual property. If they refer the case to you what would you do?

B) A student complains about a member of faculty not giving credit where credit is due in a research that was under the faculty member direction but executed by the student, or that the student did the primary legwork. The faculty member accuses the  student of theft and misconduct or worst misappropriation of original research ideas. How would you approach the issue.

C) A professor from an established university accuses a member of your faculty of mispropriety of intellectual domain, in another word,  unabashed plagiarism. You send him a missive of  attestation, he/she sends over a sworn statement. Under the local law or even by-laws of your university the act may not be plagiarism, but it could be under the foreign professor's country of origin. How do you foresee the arbitration process?

Please make certain that we have the right to discuss some of your points with others. We would follow a strict anonymity procedure but it would be nice if you let us know of any fine details we might miss.  Please also consider the fact that whether in your opinion do we have any white plagiarism like white hacking we use in security audits?

دزدیدن از یک مولف تاراج ادبی است: اما دزدیدن از چند نویسنده پژوهش است!

بر اساس اوامر استاد معظم خویش ، جناب آقای دکتر قدسی، که قلم فرسایی های اینجانب در بلاگ ایشان مدیون رخصت و صبر ایشان است، رقیمه قبلی خود را فی الفور به زبان فارسی مجددا ارسال میکنم. البته در این برگردان برخی از نکات لاجرم بخاطر عدم آشنایی حقیر با صنایع ادبی زایل خواهد شد.

علت این نقل قول صرفا اشاره به درهم بافت پیچیده مسائلی است که بعنوان گروهی از افراد دل نگران می بایست با آن دست و پنجه نرم کنیم اگر بنا داشته باشیم که در مورد پس زدن موج پلشت کاری علمی کاری صورت دهیم.

دیروز من با یکی از مدیران ارشد دانشگاه تهران در پردیس مرکزی تماس گرفتم تا خلاصه اجرایی را در رابطه با رهنمودهای پیشنهادی آزمایشگاه مطالعات اطلاعاتی در رابطه با رفع یا حل و فصل مناقشات در موارد مربوط به تاراج علمی و نقض مالکیت معنوی تهیه نمایم. تمرکز آزمایشگاه بر روی سه زمینه رفع یا حل وفصل مناقشه بین همترازان، استاد و دانشجو و حکمیت بین المللی خواهد بود. ب

با این همه قبل از اینکه تا سه شنبه هفته آینده اقدام به ارسال این خلاصه اجرایی کنم، میل دارم که یک توفان مغزی داشته باشم. از اینرو در اینجا با آغوش باز از همه هم بلاگیهای عزیز دعوت می کنم تا برای یک گقتمان صمیمانه رو در رو به آزمایشگاه حقیر بیایند. بوفه ما مشهور به سرو غذاهایی است که یاد آور آن ایام دور دانشجویی خوب است که ادعا می کردیم معدمان دارای پوشش تیتانیومی است. افرادی که معده حساس دارند غذای خود را به همراه بیاورند

If you steal from one author it's plagiarism; if you steal from many it's research

That comment is from a raconteur named Wilson Mizner. For those of you who wish to know more please follow this link http://en.wikipedia.org/wiki/Wilson_Mizner. Not that I'm subscribing to that quotation. It merely points out to the intricate complexity of the issues that we need to grapple with if as a group of concerned individuals we intend to do something to stem the tides of academic misconduct.

Today I contacted a member of senior management at University of Tehran Administrative Central to prepare a one page executive summary on ISL proposed Guidelines for Conflict Resolution in cases of Plagiarism and Intellectual Property Infringements. We would focus on three areas of Conflict Resolution between peers, Mentor-Student, and International Arbitration.

However before Next week when I need to send out the executive summary, I like to hold a brainstorm Pick-Nick (Yes the misspelling is intentional). I hereby openly invite my dear PAP colleagues to come to my Lab for some face-to-face quality time. Our Canteen is notorious for serving foods reminiscent of the good old student days, when we often boasted that our stomach is lined with Titanium. The faint of stomach, can bring in their own snack :).

There are several issues that I like to run by you. It is better to be embarrassed before my Peers than before paper-pushing, desk jockey.
